Bought a licence without a test? Dubai Police say buyers are liable too
What happened
Dubai Police have arrested an eight-member gang accused of selling driving licences from a neighbouring country. Their customers never travelled to that country, never took driving lessons and never passed a test.
The plan was simple. The customer paid AED 10,000. The gang arranged a foreign licence. Then the customer exchanged it for a UAE licence through Dubai's Roads and Transport Authority (RTA), using international agreements that let holders of some foreign licences get a UAE licence without new tests.
The gang found customers through the offices of transaction processing companies in the UAE. The arrests were made by Dubai Police's General Department of Criminal Investigation, together with the UAE Ministry of Foreign Affairs and the RTA.
What the law says
Dubai Police were clear: the people who sell these licences are not the only ones at risk. Anyone who knowingly pays for a licence obtained through unlawful procedures may also face penalties and legal action.
Exchanging such a licence for a UAE one does not fix the problem. The police said the official exchange does not make the original licence legal and does not free the holder from responsibility.
What this means for you
Licence exchange agreements are real and legal. They exist so that drivers who already earned a licence in their home country do not have to start again. They are not a shortcut for people who never learned to drive.
If someone offers you a licence "without travel, lessons or a test", that is a warning sign. You could lose the money, lose the licence and face a criminal case.
What to do:
- Get your licence only through official channels: the RTA in Dubai or the licensing authority in your emirate.
- If you want to exchange a foreign licence, check on the official website that your licence qualifies.
- Do not pay agents who promise to skip training or tests.
- If you receive such an offer, report it to the police.
